By law, the Psychologists Board must generate sufficient revenue to cover its operating costs. To accomplish this, it is empowered by the Health Practitioners Competence Assurance Act 2003 to prescribe fees (section 130) and to impose a disciplinary levy (section 131). The Board receives no funding from the government.
In recent years the Board consulted broadly on the establishment of a "Disciplinary Levy" and a "Register Maintenance Fee". Both were strongly supported. The Board reviews its fees every year, and makes adjustments where necessary to ensure that they are set to achieve cost recovery only. The Disciplinary Levy is set annually to ensure that the Board is able to manage all reasonably anticipated discipline-related costs in the following year. This levy is compulsory for all practitioners who hold a practising certificate. The profession supported the Board's gradual re-establishment and maintenance of a prudent 'operational buffer' to manage such costs, thereby eliminating the need for any unexpected, unscheduled levies.
All changes to the Board's fees and levy are reviewed by the Regulations Review Committee (a Parliamentary Select Committee) and are notified in The Gazette.
The following are the current fees and levy charged by the Psychologists Board under the HPCA Act, Part 6, sections 130 or 131 and are inclusive of GST. Application fees are not refundable when an application is declined. The Psychologists Board may provide for the waiver or transfer of any fee or part thereof. All amounts are in NZ dollars.
Application for registration by a practitioner trained in New Zealand = $441.50
Application for registration under the Trans-Tasman Mutual Recognition Act = $441.50
Application for registration by a practitioner trained overseas = $764.50
Application for non-binding assessment of qualifications for registration = $102.00
Application by a registered psychologist for a current (2013/2014) practising certificate1 = $375.00
Application by a registered psychologist applying prior to 1 April for a practising certificate for the subsequent financial year2 = $375.00
Application by a registered psychologist who held a practising certificate in the previous financial year, who has continued to practise, and who is applying for a practising certificate for the current financial year after 1 April = $477.00
Application by a registered psychologist for a practising certificate for a period of three months (or less) and who has not been practising at any other time during that financial year = $187.50
Disciplinary Levy (Payable each financial year by all registered psychologists except those who have not held and will not hold a current practising certificate at any time during that financial year) = $0.00 (for 2013/2014 Financial Year)
Annual Maintenance of registration and communication for non-practising registrants = $45.00
Certificate of registration = $87.00
The supply to any psychologist of any documents, other than a certificate of registration, required for the purpose of seeking registration overseas = $51.00
Copy of the Register of Psychologists = $53.00
Fee for conducting an accreditation review of a degree, course of study, or programme leading to registration as a psychologist in New Zealand3 = $9140.00
1. “Practising certificate” is an annual practising certificate or an interim practising certificate.
2. The Board’s financial year ends 31 March.
3. Fee will be adjusted (at a rate of $100.00 per assessor per hour) if the site visit exceeds three days and/or deficiencies are identified that require additional review.
